Having been relegated to League One it is expected that Russell, in his second spell with Norwich, will move on and he hasn't featured in their pre-season to date.
Canaries boss Bryan Gunn said: "We received a bid from Burnley last week, which we turned down and obviously Burnley at the moment are considering the situation. They are on the other side of the world in America, but there is an opportunity for them, if they want, to come back to us and make an improved offer."
The Norwich media are reporting that we have made an offer of around £500,000 and have said that is £250,000 less than the figure we offered a year ago when Owen Coyle wanted to bring him to Burnley.
Coyle himself has confirmed that an offer has been made and also that he was a player he likes and tried to bring in ahead of our promotion season.
hat one is very much up to us as it looks at the moment, and I would suspect that if Coyle does still want the player then it is very likely that we'll get him. One way or the other he certainly seems set to leave Norwich.
