It is thought that the offer was around €2m with the Belgian club looking for a fee between 3€m-4€m.
Burnley will continue to negotiate but for now, Genk manager Peter Maes said: "As long as there is no agreement, Jelle remains a Genk player and I will treat him accordingly, but we need to work out a solution sooner rather than later."
